In simple words The difference between fire and flame detector is same as sun and star ( sun is a star which is closest to us ) or mammal and human ( human is a mammal but not all mammals are humans ). Flame detector is a particular type of / specific fire detector while fire detector can be any thing flame / heat / smoke type which is used to detect presence of fire.
